The following pages contain descriptions and votes on key issues of the 1999-2000
legislative biennium.
Bills were chosen using one or more of the following criteria:
- The issue was significant to the general public, such as bills related to ballot initiatives or taxes;
- The issue was important to a significant constituency in Wyoming(for example, hunters and anglers);
- The issue was a continuing controversy, covered in previous editions of The Wyoming Legislative Accountability Project; or
- The vote was recorded and illustrated a difference of opinion.
Each bill description contains a brief summary of the bill's content and proponents' and opponents'
arguments, followed by tables listing legislators and their votes. As noted earlier, the vote tables are
organized by geographic region, with each Senate/House district "nest" kept together. (Committee vote
tables list all committee members regardless of area.)
