SF 67: GAME & FISH - LANDOWNER COUPONS - 1998 Budget/Special Session

When a hunter takes an antelope, deer or elk on private property, he/she gives the landowner a coupon (provided with the license) that the landowner can redeem with the Wyoming Game and Fish Department (WGFD).

Currently, landowners collect $11.00 for each coupon from the taking of antelope, deer and elk on their property.

Not all landowner coupons are redeemed, because either the landowner chooses not to collect, or the hunter is not successful.

SF 67 directed the WGFD to deposit an amount equal to the amount outstanding in unredeemed landowner coupons into the School Foundation Program.

Proponents of SF 67 argued that this was fair because, just as ranchers must pay for grazing cattle and sheep on state land, the WGFD should pay for the grazing of big game on private land.

Opponents argued that unlike wildlife grazing, livestock grazing is intended to be a profit-making endeavor. They saw SF 67 as an attempt to get hunters to pay for use of state lands, although hunters are not generating any revenue for themselves.

SF 67 failed to get the two-thirds vote needed to introduce a non-budget bill in a budget session, 14-16.

The vote listed below is the Senate vote to introduce SF 67.

A YES vote means the legislator wished to consider requiring Game and Fish to pay for unredeemed landowner coupons.

A NO vote means the legislator did not wish to consider requiring Game and Fish to pay for unredeemed landowner coupons.
