SF 110: GAMBLING ON INDIAN RESERVATIONS - 1997 General Session

Sponsor: Sen. John Vinich (D-S25, Hudson); co-sponsor Sen. Mark Harris (D-S14, Green River)

SF 110 was a step past SF 106 (described above), which proposed allowing gambling on the Wind River Indian Reservation subject to negotiation of a gaming compact between the Reservation tribes and the State of Wyoming.

SF 110 simply changed the existing law prohibiting gambling to exclude gambling conducted or regulated by the tribes within the confines of the Wind River Indian Reservation in conformity with U.S. laws, and to protect any devices used in such gambling operations from seizure by the state.

As with SF 106, proponents argued that gambling would bring economic benefits to the Reservation. Opponents stuck to their moral and social arguments.

The Senate killed SF 110 on a 14-16 vote.

The vote listed below is the Senate third reading (final passage) vote.

A YES vote means the Senator favored allowing gambling operations on the Wind River Indian Reservation.

A NO vote means the Senator opposed allowing gambling operations on the Reservation.
