HB 70: WYOMING EDUCATION FUNDING - 2 - 1998 Budget/Special Session

Sponsor: Rep. Bill Bensel (D-H30, Sheridan)

HB 70 proposed reinstating the 1.5% severance tax on trona (bringing the total to 5.5%), with the proceeds earmarked for the School Foundation Program.

Arguments for and against HB 70 were the same as for HB 64, described above.

Rep. Bensel, along with co-sponsor Sen. John Schiffer (R-S22, Kaycee), offered the same bill in the 1997 special session on education, but it was killed in the House Rules & Procedures Committee without a vote, along with another trona tax increase (HB 1007) offered by Rep. Wende Barker (D-H45, Laramie).

HB 70 failed to obtain the two-thirds vote needed to introduce a non-budget bill in a budget session, 13-46 (1 excused).

The vote listed in the following chart is the House vote on introduction of HB 70.

A YES vote means the representative wished to consider reinstating the 1.5% severance tax on trona, earmarked for education.

A NO vote means the representative did not wish to consider reinstating the 1.5% severance tax on trona, earmarked for education.
