HB 23: GAME AND FISH SELLING AGENTS - FEES - 1997 General Session

Currently, hunting and fishing licenses are sold at community businesses (such as sporting goods stores) as well as at Wyoming Game and Fish Department (WGFD) offices. This policy is intended to encourage hunters and anglers to make purchases at local stores when buying licenses.

License vendors now receive 50 cents for each license sold and 25 cents for each conservation stamp sold.

HB 23 proposed to increase these amounts to $1.00 for each license and 30 cents for each conservation stamp sold.

Proponents of the bill argued that selling licenses can be burdensome compared to the economic benefit to local businesses. An

increase in the amount paid to vendors would help compensate for this burden.

Opponents argued that local vendors sell hunting and fishing licenses only because they choose to, and that HB 23 was really an attempt to saddle the WGFD budget with an additional expense of up to $135,000 per year.

HB 23 passed the House 38-21 (1 excused) but died in Committee of the Whole (the first opportunity for floor debate) in the Senate, 13-16 (1 excused).

The votes listed below are the third reading (final passage) vote in the House and the Committee of the Whole vote in the Senate.

A YES vote means the legislator supported increasing the Wyoming Game and Fish Department’s payment to local vendors for selling hunting and fishing licenses.

A NO vote means the legislator opposed increasing the payment.
