HB 163: STATE EMPLOYEE TRAVEL EXPENSES - 1998 Budget/Special Session

HB 163 was a rerun of 1997's HB 212 (described above), changing the system for reimbursing state employees’ travel from per diem to reimbursement of actual expenses, subject to limits established by the State Auditor.

HB 163 gained introduction in the budget session without difficulty, 51-8 (1 excused), and came out of the House Appropriations Committee on a 5-2 vote.

Arguments for and against the bill ran along the same lines as in 1997. Once again the opponents prevailed as the bill failed in House Committee of the Whole (the first opportunity for floor debate), 24-32 (2 excused and 2 conflicts).

The vote listed below is the House Committee of the Whole vote on HB 163.

A YES vote means the representative favored changing state employees’ travel reimbursement from per diem to reimbursement of actual expenses (subject to limits).

A NO vote means the representative opposed changing state employees’ travel expense from per diem.
