HB 14: FUEL TAXES INCREASE - 1997 General Session

Sponsor: Joint Transportation & Highways Interim Committee

In response to concerns about the condition of Wyoming’s roads and highways, the Joint Transportation & Highways Interim Committee sponsored a bill to raise the tax on gasoline and special fuels (including diesel) from eight cents per gallon to 13 cents per gallon.

Proponents argued that Wyoming’s gas tax is among the lowest in the country, and that a significant portion of the tax is paid by out-of-state travelers. Moreover, they said, additional revenue was needed to maintain the state’s extensive road network.

Opponents pointed out that Wyomingites drive a lot, and a gas tax increase would hurt those on low and fixed incomes, as well as those living in rural areas or traveling for business.

Several attempts in the House to amend the bill to phase in the tax increase, raise the tax more, or change the distribution of revenues were all defeated, and the proposal went to the Senate unchanged on a 36-23 (1 excused) vote.

The Senate, however, was unreceptive, and killed the bill in Committee of the Whole (the first opportunity for full floor debate), 14-15 (1 excused).

The votes listed below are the House third reading (final passage) vote and the Senate Committee of the Whole vote.

A YES vote means the legislator favored increasing the gas tax from eight to 13 cents per gallon.

A NO vote means the legislator opposed increasing the gas tax.
