HB 139: LOBBYIST DISCLOSURE - 3- 1998 Budget/Special Session

Sponsor: Rep. Bill Bensel (D-H30, Sheridan); co-sponsors Rep. Mike Massie (D-H13, Laramie), Rep. Louise Ryckman (D-H60, Green River) and Sen. Keith Goodenough (D-S28, Casper)

Unlike HB 22A, the lobbyist disclosure bill which finally cleared the 1998 session (see description above), HB 139 was a full reporting bill.

HB 139 required lobbyists or the lobbyist’s employer to report salaries and benefits, professional and consulting fees, telephone, postage, printing, copies, travel, meals, lodging, supplies, research, and advertising spent on lobbying.

Like HB 22A, HB 139 also required the listing of any gift to a legislator, but set the reporting threshold at $20 rather than $50.

HB 139 fell short of the two-thirds majority required to introduce non-budget bills in a budget session, 21-38 (1 excused).

The vote listed below is the vote to introduce HB 139.

A YES vote means the representative wished to consider a bill requiring full reporting of lobbyists’ spending.

A NO vote means the representative did not wish to consider a full reporting bill.
