SF 158: Industrial Siting Amendments – 2
2007 General Session

Sponsor: Sen. John Hastert (D-S13, Green River); so-sponsors Sen. Pat Aullman (R-S16, Thayne) and Reps. Dan Dockstader (R-H21, Afton), Saundra Meyer (D-H49, Evanston), Monte Olsen (R-H22, Daniel), Bill Thompson (D-H60, Green River)

SF 158 would have provided for impact assistance payments to cities and towns that can demonstrate $250,000 or more in social, economic or environmental impacts resulting from oil and gas production activities. The impacts would have to be demonstrably attributable to the oil and gas activity, and the application for payment would have to be approved by the Wyoming Industrial Siting Council.

The Senate Minerals, Business and Economic Development Committee passed SF 158, 4-1, with Senator Bruce Burns (R-S21, Sheridan) voting against the bill. The Senate Appropriations Committee voted 4-1 to send the bill to the Senate floor with a do-not-pass recommendation. Senator Charles Townsend (R-S1, Osage) supported SF 158, and cast the single NO vote against the do-not-pass recommendation.

The Senate Committee of the Whole did not consider SF 158 by the deadline, so the bill died without a floor vote.
