SF 76: Mental Health and Substance Abuse Appropriations

SF 76 provided a total of $22.8 million for a number of programs related
to mental health and substance abuse, including the Mental Health Division,
the Substance Abuse Division, the Wyoming State Hospital, and community-based
mental health and substance abuse treatment programs. The purpose of the infusion
of money into these programs statewide was to enhance and expand access to
Wyoming’s system of care for people with mental illness or alcohol or
substance abuse issues.
The appropriations included about $21.3 million in general funds and $1.5
million in federal funds. The bill authorized 33 new full-time positions in
the various programs.
The Senate passed SF 76, 22-7 (1 excused). The House trimmed the total spending
in the bill by just over $2 million, and then passed the bill, 39-19 (1 excused,
1 conflict of interest). The Senate unanimously accepted the changes made to
the bill by the House.
The votes listed below are the Senate and House third reading (final passage)
votes. A YES vote means the legislator supported the increased levels of funding
for mental health and substance abuse programs in Wyoming. A NO vote means
the legislator did not support funding for the programs as proposed in the
bill.
