HB 262: Coal Valuation
2007 General Session

Sponsor: Floyd Esquibel (D-H44, Cheyenne)

HB 262 would have required coal producers to consider coal lease bonus bids as direct costs when calculating the value of coal. This would have resulted in a slightly higher value of coal, and would have increased state revenues from severance and ad valorem taxes by an estimated $9.8 million per year by 2010.

The House Revenue Committee defeated HB 262 on a tie vote, 4-4. Representatives Ken Esquibel (D-H41, Cheyenne), Mary Gilmore (D-H59, Casper), Mike Madden (R-H40, Buffalo) and Dave Zwonitzer (R-H9, Cheyenne) voted for the measure, while Representatives Pete Anderson (R-H10, Pine Bluffs), Tom Lubnau (R-H31, Gillette), Mark Semlek (R-H1, Moorcroft) and Tom Walsh (R-H56, Casper) voted NO. Representative David Miller (R-H55, Riverton) declared a conflict of interest, and did not vote.
