SF 85: Hathaway Scholarship Program

         The Hathaway Scholarship Endowment was established by the 2005 Legislature to help pay for a college education for Wyoming residents. The endowment is funded with revenue the state receives from federal mineral royalties, and investment income from the endowment will pay for the scholarship program.
         SF 85 implemented the scholarship program, beginning with the fall 2006 semester, by establishing eligibility requirements and support programs for the scholarship program.
         Four levels of Hathaway merit scholarships were created for Wyoming residents to attend the University of Wyoming or one of the state's community colleges. The merit scholarships will range from $800 to $1,600 per semester, and will be based initially on ACT scores and high school GPA requirements.
         Scholarships will be available for the equivalent of four to eight full-time semesters, spread over a maximum of six academic years. Additional needs-based scholarships will also be offered, available to those students who earn and maintain eligibility for a merit scholarship and who have at least $2,000 annually in unmet financial need.
         Students must maintain a grade point average in college of 2.25 or better to keep their scholarships.
         SF 85 had broad support and no opposition, and it passed both the Senate and the House unanimously.
