SF 50: Health Care Information Technology

SF 50 would have directed the Wyoming Department of Health to begin creating a statewide health information network for electronic medical records. The Department of Health would have established a regional health information organization (RHIO) for Wyoming, which would have developed and operated an electronic health records system that could exchange information between hospitals and physicians in the state (and outside the state as feasible).
        
SF 50 would have provided security and privacy provisions for patients, health care providers and other users of the system.
        
SF 50 would have appropriated a total of $58.3 million from the general fund to accomplish its provisions over the next two years, and would have authorized three additional staff positions in the Department of Health.
        
Supporters believed that a statewide electronic health information network would significantly improve quality of health care and would lower costs for patients. They noted that development of the statewide system would be guided by a recently completed study conducted by the Wyoming Health Care Commission.
        
Opponents were concerned with the cost of the program, and were skeptical about its scope and the likelihood that it was really feasible.
        
The Senate Committee of the Whole defeated SF 50, 14-14 (2 excused). The votes listed below are the Senate Committee of the Whole votes. A YES vote means the senator supported the creation of a statewide health information network for electronic medical records. A NO vote means the senator did not support such a system of statewide electronic medical record keeping.
