SF 18: Misuse of State Lands

SF 18 granted Wyoming Game and Fish Department (WGFD) law enforcement personnel (game wardens and other enforcement agents) the authority to enforce state land rules and regulations, and to write tickets when they see violations.
        
Wyoming has more than three million acres of state lands, and very limited staff to investigate or enforce management rules. WGFD game wardens are the officials most likely to encounter violations such as illegal driving off established roads, but they currently do not have the authority to enforce state land rules.
        
SF 18 required the WGFD and the State Land Office to work out funding to ensure that existing wildlife management funds would not be used or negatively affected.
        
SF 18 also strengthened and simplified penalties for unauthorized removal of forest products from state land, which is a growing problem in some areas of the state.
        
Supporters believed that better enforcement of state land management rules would help preserve quality recreational and resource values of state lands. They also noted that local sheriff's offices would be less burdened by requests to investigate problems on behalf of the State Land Office.
        
Opposition was minimal, although some didn't think that violations of state land regulations warranted authorizing WGFD game wardens to act as enforcement officers for state land violations.
        
The Senate passed SF 18 unanimously, and the House passed the bill, 51-7 (2 excused). The votes listed below are the Senate and House third reading (final passage) votes. A YES vote means the legislator wanted to give authority to the WGFD's law enforcement officers to enforce state land rules and regulations. A NO vote means the legislator did not want to give WGFD personnel this authority.
