HJ 5: Distribution of Excess Funds - 2

HJ 5 proposed an amendment to the Wyoming Constitution that would have authorized the Legislature to give surplus tax money to Wyoming citizens and business entities.
        
If at least three of the statewide elected officials (the Governor, Secretary of State, State Treasurer, State Auditor and State Superintendent of Public Instruction) agreed that an emergency existed, and if both houses of the Legislature each agreed by a two-thirds majority, then tax money in excess of the amount necessary to support the operations of government or required by law to be held in trust could be distributed to the citizens and business entities of the state to mitigate the emergency.
        
Proponents thought this was a good idea.
        
Opponents wondered what sort of emergency would trigger the action, and were highly skeptical of the whole concept.
        
HJ 5 failed the vote for introduction in the House by a wide margin, with only 11 representatives voting in favor. The votes listed below are the House votes for introduction. A YES vote means the representative wanted to consider amending the Wyoming Constitution to authorize the Legislature to give surplus tax money to citizens and business entities. A NO vote means the representative did not want to consider this constitutional amendment.
