         HB 9 provided a discount to the workers' compensation premium paid by an employer to the state if the employer complies with a drug and alcohol testing program approved by the workers' compensation division within the Wyoming Department of Employment.
         The allowed discount will be up to five percent of the base rate for the employment classification of the employer.
         Supporters believed the measure was a reasonable way to support employers who want to conduct drug and alcohol testing programs.
         Opponents disliked the general philosophy embodied in HB 9, and argued that more targeted drug and alcohol testing in situations where there was some basis for suspicion of drug or alcohol use would be less invasive of the privacy of ordinary, law abiding citizens.
         The House passed HB 9, 48-9 (3 excused), and the Senate passed the bill, 25-5. The votes listed below are House and Senate third reading (final passage) votes. A YES vote means the legislator supported giving a discount to an employer's workers' compensation premium if the employer used a drug and alcohol screening program that was approved by the state. A NO vote means the legislator did not support giving employers the discounted rate for using drug and alcohol testing.
