         HB 55 would have provided a sales tax refund of up to $230 for qualified residents of Wyoming.
         To qualify for the refund, a person would have had to be a resident for Wyoming for at least one year and their gross income could not be more than one-half the median gross household income for his county or the state (whichever was greater). Only one person per household could have qualified for a refund. A person with household assets worth more than $20,000 would not have qualified, excluding the value of their home, one vehicle per adult member of the household, furnishings and personal property, pension plans, IRAs, or life insurance policies.
         Supporters thought HB 55 offered appropriate tax relief to lower-income residents of the state.
         Opponents thought other tax relief measures would be more affective in helping low income residents, with some specifically preferring the proposal to exempt food from sales tax.
         As introduced, HB 55 appropriated $12.3 million to pay for the refunds. The House amended the appropriation in HB 55 down to $8.3 million, and increased the refund to $335 per year for the first two years (starting with 2007), after which it would drop back to $230 per year.
         With these amendments, the House passed HB 55, 47-13. After the sales tax exemption on groceries was amended into the budget bill, the Senate chose not to consider HB 55 in the Committee of the Whole before the deadline for action, which killed the bill.
         The votes listed below are the House third reading (final passage) votes. A YES vote means the representative wanted to provide a sales tax refund to qualified residents of Wyoming, while a NO vote means the representative did not want to provide this sales tax refund.
