HB 32: Game and Fish - Electronic Licensing

         HB 32 marked the second attempt in two years to authorize the Wyoming Game and Fish Commission to institute an electronic licensing program whereby a hunter or angler could receive an electronic license, stamp or tag from a license selling agent or from the Wyoming Game and Fish Department (WGFD) website as an alternative to a paper license, stamp or tag.
         HB 32 authorized the WGFD to assess a fee for electronic payments to help cover the cost of issuing electronic licenses.
         Supporters of HB 32 characterized it as a way to bring Wyoming up to date with surrounding states, noting that Colorado, Montana and Utah all allow internet purchase of fishing, big game and trophy game licenses. Supporters defended the electronic licensing process in Wyoming as a way to make the permitting system easier for resident and nonresident sportsmen and to help manage the preference point system Wyoming recently started.
         There was no particular opposition to HB 32 this year, even though the identical bill failed in the previous legislative session.
         HB 32 passed all votes in both the House and Senate unanimously.
