HB 31: Sales Tax Exemption - Oil and Gas Well

HB 31 exempted any oil and gas drilling activity that is conducted to deepen or extend any previously drilled well from paying state sales tax.
        
This sales tax exemption was justified as an economic incentive.
        
The Legislative Service Office was unable to estimate the fiscal impact this sales tax exemption would have on state revenues, because the Department of Revenue has no information on the cost of deepening existing oil and gas wells.
        
Supporters believed that providing this sales tax exemption might offer enough economic incentive to oil and gas producers to cause them to drill existing wells to deeper depths.
        
Opponents, including the ESPC, argued against sales tax exemptions in general as economic incentives, noting that we have absolutely no evidence that any sales tax has ever led to economic growth, job growth, or any other tangible benefit to anyone other than the recipient of the tax break.
        
The House passed HB 31 on third reading (final vote), 52-7 (1 excused), and the Senate passed the bill, 23-7.
        
The votes listed below are the House and Senate third reading (final passage) votes. A YES vote means the legislator supported giving a sales tax exemption to oil and gas drilling to deepen or extend existing wells. A NO vote means the legislator did not want to give this sales tax exemption.
