HB 22: Multi-lane Highway - Funding

         HB 22 created a new account within the highway fund called the multi-lane highway account. The purpose of the new account was to construct and maintain multi-lane highways in Wyoming.
         As introduced, HB 22 would have appropriated $75 million from the budget reserve account to get the new multi-land highway account started.
         Supporters believed that the reconstructing certain two-lane state highways as multi-lane, divided highways would improve highway safety and motorist mobility, and would enhance economic and population growth.
         While opposition to HB 22 was minimal, some legislators noted that adequately staffing the Wyoming Highway Patrol would do as much or more to improve highway safety by improving enforcement of existing speed limits.
         The House amended HB 22 to strip the appropriation from it, noting that other pending legislation would provide money for the Department of Transportation that could go into the multi-lane account. Thus amended, both the House and Senate unanimously passed the bill.
