HB 172 would have reduced Wyoming's statewide sales tax from four cents per dollar down to 3 cents per dollar.
Currently, statewide sales tax is four cents per dollar, and counties have the option of adding up to two additional cents per dollar, so sales tax in some Wyoming counties goes up to six cents per dollar.
HB 172 would have replaced lost revenue to local governments with distributions from minerals severance taxes.
Supporters noted that the Legislature increased statewide sales tax from three to four cents per dollar during a time of serious revenue shortfall. Now that Wyoming is experiencing an enormous increase in minerals revenue, supporters thought the Legislature owed it to Wyoming residents to roll the tax back to its former level.
Opponents noted that Wyoming residents carry a relatively light tax burden, and didn't want to erode the tax base just because the state has high revenue at the moment.
HB 172 did not pass the House vote for introduction, with a vote of 24-35 (1 excused).
The votes listed below are the House votes for introduction. A YES vote means the representative wanted to consider reducing statewide sales tax by one cent per dollar. A NO vote means the representative did not want to consider the sales tax reduction.
