2005 General Session
SF 47 proposed continuing financial assistance to school districts for all-day kindergarten programs and for the summer school grant program. The bill would also provide financial assistance to school districts to help pay for health insurance for employees.          The bill appropriated $5 million for school districts to help pay for all-day kindergarten for the 2005-2006 school year. The state offered extra funding to help pay for all-day kindergarten for the first time during the 2004-2005 school year, and this would extend that assistance for the coming year.          SF 47 appropriated $4.5 million to continue the summer school grant program for the 2005-2006 school year. The summer school grant program was established for the 2004 summer session, and was designed to supplement ongoing intervention and remediation programs of districts.          Finally, SF 47 appropriated $33.3 million to be distributed to school districts to help them pay for health insurance coverage for their employees from May 2005 through June 2006. The funding proposed in SF 47 was offered as bridge funding to help school districts with increased health insurance costs that are not adequately covered under the current funding model. The bill noted that the school funding model is scheduled to be reevaluated during the 2005 interim period, and anticipated that the legislature next year will modify the model to ensure that it provides adequate funding for health insurance.          SF 47 had broad support, and passed both chambers of the Legislature unanimously. | |||||||||||||||||||||||||||||||||||||
