         SF 45 gave the Governor authority and funding to hire two full-time positions for the state-tribal liaison program. The bill directed the Governor to include funding for these positions in the next biennial standard budget request, 2007-2008, to provide ongoing funding for the positions.
         By statute, the tribal liaison is directed to assist and advise the Governor on state-tribal relations including coordination of programs. SF 45 further directed the liaison to assist the Governor in developing a long-term state-tribal policy.
         Supporters of SF 45 believed the tribal liaison program will reduce disputes between the Wind River Indian Reservation tribes and the state of Wyoming, and will facilitate cooperative work between them to benefit citizens of the reservation as well as the rest of the state.
         Some opponents of SF 45 felt that the state had no obligation to help the tribes of the Wind River Reservation in this way, and some thought the tribes should help pay for the program.
         SF 45 passed the Senate Revenue Committee, 4-1, with Senator Bill Hawks (R-S29, Casper) casting the NO vote. The bill passed the Senate Appropriations unanimously, and then passed the full Senate unanimously (Senator Hawks voted for the bill on third reading.) The bill unanimously passed the House Appropriations Committee, and passed the House, 54-4 (2 excused).
         The votes listed below are the Senate and House third reading votes. A YES vote means the legislator supported funding two positions for the state-tribal liaison program. A NO vote means the legislator did not support funding for these positions.
