         The Wyoming State Lands Office manages 3.6 million acres of state school trust lands for the State Board of Land Commissioners. SF 15 established a special account and deposited $750,000 in it for the State Lands Office to use for projects to rehabilitate damaged state lands and to improve their long-term sustainability and market value. All projects must be approved by the State Land Board.
         The Senate Appropriations Committee amended the bill to require an annual report to the Joint Agriculture, Public Lands and Water Resources Interim Committee on the use and expenditure of funds in the account.
         Supporters of SF 15 noted that after Wyoming opened state lands to public recreation in 1988, some state lands have suffered from destructive recreational activities, garbage dumping, and other problems. Sometimes these problems have forced emergency closures, cleanups and other actions that have disrupted legitimate uses of the lands. Proponents argued the State Lands Office needed the funding provided by SF 15 to adequately address maintenance and rehabilitation projects on state lands, and that the expenditure would be an investment in the future health of the lands.
         Some opponents argued the state should reverse its position allowing recreational activities on state lands, as a better way to solve the problem.
         SF 15 passed the Senate Appropriations Committee, 4-1, and passed the full Senate on third reading, 21-9.
         The bill unanimously passed the House Agriculture, Public Lands and Water Resources Committee, and passed the full House, 42-15 (3 excused).
         The votes listed below are the Senate Appropriations Committee vote, followed by the House and Senate third reading votes.
         A YES vote means the legislator supported dedicating $750,000 to the State Lands Office to rehabilitate, maintain and improve state lands. A NO vote means the legislator did not support funding for this purpose.
