SF 14: Graduated Drivers License

SF 14 established a graduated series of drivers' licenses, starting with an instruction permit available at age 15, then an intermediate permit at age 16, and finally a full-fledged driving license after the intermediate permit has been held for at least 6 months, if the person has also completed a drivers' education program. If new drivers don't get an intermediate permit or don't complete drivers' education, they won't be eligible for a regular drivers' license until 17 years old.
        
Under the revised law, a 15-year-old with an instruction permit may only drive with another licensed driver who is at least 21 years old.
        
Sixteen-year-olds may apply for an intermediate permit only after holding an instruction permit and completing at least 50 hours of driving practice, with at least 10 hours of nighttime driving practice.
        
Drivers with an intermediate permit may have only one passenger under 18 years of age who is not a member of the driver's immediate family, unless they are accompanied by a licensed driver who was at least 18 years old.
        
Intermediate permit drivers may only drive on public highways between 5 a.m. and 11 p.m., unless they are accompanied by a licensed driver who is at least 18 years old. They may drive between 11 p.m. and 5 a.m. if it is medically necessary or an emergency, if they are driving to or from work, school, school activities, religious activities, or organized youth sports activities.
        
Supporters of SF 14 maintained that young, inexperienced drivers need supervision and time to learn to drive well, and that one year with an instruction permit is not adequate. They felt it was appropriate to limit an inexperienced driver in the number of other youngsters they could transport, as a car full of young friends can be dangerously distracting to an inexperienced driver. They cited statistics showing the connection between teenage traffic accidents and the number of companion teenagers in the vehicle. They characterized the other limits on young drivers as prudent and reasonable. They noted that Wyoming is one of only four states with no form of graduated licensing.
        
Opponents felt that HB 46 went too far and placed too many restrictions on young drivers. They asserted that parents know best how to teach their children to drive, and that the state should stay out of it. They also felt the bill might place an undue burden on rural families.
        
SF 14 passed the Senate, 29-1.
        
The House significantly amended the bill before passing it, 45-13 (2 excused). Their amendments permitted intermediate drivers to have up to three passengers under 18 in the car with them, and added permission for a driver to apply for a regular license from at 16, if the youth took drivers' education and held an intermediate permit for six months.
        
The bill went through a conference committee, which removed the House's amendment to allow more than one passenger under 18. This compromise version of SF 14 was unanimously accepted by the Senate, and was passed by the House, 36-22 (2 excused.
        
The votes listed below are the House and Senate votes on the conference committee version of the bill. A YES vote means the legislator approved of a graduated series of drivers' licenses, with restricted driving hours and a limit of one passenger under 18 years old for intermediate permit holders. A NO vote means the legislator did not approve of these changes to Wyoming's drivers' licensing requirements.
