HB 175: TANF Increase

The Temporary Assistance to Needy Families (TANF) program grew out of 1996 welfare reforms. Part of the program, the Personal Opportunities with Employment Responsibilities (POWER) program, helps TANF recipients participate in educational opportunities to improve their employability.
        
HB 175 expanded the educational opportunities a person could participate in under this program. As first written and introduced, HB 175 also would have increased the amount participants could receive per month under the POWER program while enrolled in an approved educational program, and included a cumulative inflationary adjustment. The POWER program presently includes no adjustment for inflation at all.
        
During House debate, HB 175 was amended to replace the cumulative inflationary adjustment with an annual percentage increase based on the Wyoming cost of living index.
        
Thus amended, HB 175 passed the House 56-3 (1 excused).
        
In the Senate, the bill was further amended to completely remove any increase in POWER payments. Thus amended, the bill passed the Senate, 29-1. The House unanimously concurred with the Senate version of the bill.
        
The votes listed below are House and Senate third reading (final passage) votes. A YES vote means the legislator supported expanding the educational opportunities a TANF recipient can participate in. For representatives, a YES vote also means the legislator supported increasing POWER payments for TANF recipients. A NO vote means the legislator did not support expanding educational opportunities or increasing POWER payments for TANF recipients.
