         HB 107 proposed the creation of a single document that would record end-of-life decisions and designate surrogate decision-makers. This single document would replace the two separate forms that are required under current law to designate power of attorney and create a living will.
         The single document proposed under HB 107 would include instructions regarding power of attorney, the choice to prolong or not prolong life, and organ donations. The new document could be completed without an attorney's help.
         Proponents of HB 107, including the American Association of Retired Persons, the Wyoming Medical Society, the Wyoming Hospital Association and the Aging Division of the Wyoming Department of Health, thought the new single document would be less confusing to citizens that the current two forms, which have different requirements for witnesses.
         Opponents thought the new form might actually create more paperwork, noting that the two relatively simple documents currently being used would be replaced by a 10-page form.
         HB 107 passed the House unanimously, and passed the Senate 27-3. The votes listed below are House and Senate third reading (final passage) votes. A YES vote means the legislator wanted to adopt a single document that details end-of-life decisions for individuals. A NO vote means the legislator did not want to approve the document as described in HB 107.
