HB 85: Teacher Shortage Loan Repayment Program

         HB 85 established a program for education students at the University of Wyoming to repay school loans by teaching in Wyoming after graduation.
         Under the program, students in their junior year at the University who are working toward a teaching degree in special education, math or science will be able to apply for school loans from the Wyoming Higher Education Assistance Authority. Recipients of loans will be able to repay the loan by working in Wyoming as a special education, science or math teacher for two years plus the number of years they received the loan.
         HB 85 appropriated $400,000 from the school foundation program account to start the program.
         Proponents of HB 85 believed it would help keep Wyoming’s college students in the state, and that it would help address the shortage of well qualified science, math and special education teachers in the state.
         Some senators argued against restricting the program to only science, math and special education teachers, and the Senate amended the bill to delete that restriction. But the House rejected the Senate amendments, and both chambers unanimously accepted the conference committee bill, which maintained the restriction to math, science and special education teachers.
         The House passed HB 85 unanimously and the Senate passed the bill, 22-7 (1 excused). The votes listed below are the House and Senate third reading votes. A YES vote means the legislator supported this program to help education students repay school loans, while a NO vote means the legislator did not support the loan repayment program.
