HB 82: Game and Fish - Electronic Licensing

         HB 82 would have given the Wyoming Game and Fish Commission the authority to institute an electronic licensing program whereby a hunter or angler would receive an electronic license, stamp or tag from a license selling agent or from the Wyoming Game and Fish Department (WGFD) website as an alternative to a paper license, stamp or tag. The WGFD hoped to offer electronic licensing in 2006 if the Legislature had passed HB 82.
         HB 82 would have authorized the WGFD to assess a fee for electronic payments to help cover the cost of issuing electronic licenses.
         Supporters of HB 82 characterized it as a way to bring Wyoming up to date with surrounding states, noting that Colorado, Montana and Utah all allow internet purchase of fishing, big game and trophy game licenses. Supporters defended the electronic licensing process in Wyoming as a way to make the permitting system easier for resident and nonresident sportsmen and to help manage the preference point system Wyoming recently started.
         There was no opposition to HB 82 most of the way through its legislative journey, and it unanimously passed House and Senate committees and the full House. But when it arrived before the full Senate, concern about potential harm to local selling agents apparently outweighed the benefits of making the permitting system easier for resident and nonresident sportsmen and women, at least in the minds of enough senators to kill the bill.
         With this concern in mind, the Senate Committee of the Whole defeated HB 82, 8-20 (2 excused). The surprising defeat of HB 82 leaves the Wyoming Game and Fish Department in limbo with its efforts to improve the license selling system.
         The votes listed below are the Senate Committee of the Whole vote on the bill. A YES vote means the senator wanted to allow the WGFD to supplement the traditional method of selling licenses through local license-selling agents and by direct mail with internet license sales. A NO vote means the senator did not want to allow the WGFD to sell licenses over the Internet.
