SF 85: Natural Gas Pipeline Authority

         SF 85 granted additional bonding authority and other expanded powers to the Natural Gas Pipeline Authority, which was created to plan and build natural gas pipelines in Wyoming.
         Until now, bonding authority has been limited to a maximum of $250,000,000. SF 85 gave the Pipeline Authority the power to issue up to $1 billion in bonds to expand the state's pipeline capacity and to buy and sell pipeline capacity.
         Supporters hoped that this expanded authority to issue bonds to build pipelines and buy pipeline capacity would help rectify the negative price differential for Wyoming natural gas.
         Opponents believed the $1 billion bonding authority was so large as to be largely symbolic, but failed to amend the bonding authority downward. Some concern was also expressed that the measure granted too much power to the government over what should be private business and industry interests.
         But opposition was minimal, and SF 85 passed the Senate 27-3 and the House 58-1 (one excused).
         The votes listed below are Third Reading (final passage) votes in the House and Senate.
         A YES vote means the legislator supported increasing the bonding authority of the Natural Gas Pipeline Authority to $1 billion.
         A NO vote means the legislator did not support increasing the Pipeline Authority's bonding authority and other powers.
