         SF 79 provided a modest amount of money for the Joint Business Council of the Shoshone and Arapaho Indian Tribes on the Wind River Indian Reservation to address special education needs of Indian students.
         The bill's appropriation was $192,055, which was placed under the control of the Governor. The Governor was directed to develop a contract under which to convey the funds to the Joint Business Council, which was to be spent for program enhancements, services for students at risk of failure in school and other services designed to improve student success.
         The Joint Business Council was directed to report on the expenditure of the funds and its impact on student performance to the Governor and to the Joint Education Interim Committee.
         Supporters of SF 79 pointed to problems facing citizens of the Wind River Indian Reservation, including severe unemployment, extreme poverty and lack of job skills. The bill's supporters believed it would allow the Joint Tribal Council to maintain special education programs that are unique to Indian students and the problems they face.
         Opponents generally favored the intent of the bill, but were concerned about its constitutionality. They noted that it is unconstitutional for the state to give money to a school that is not a state school, and schools operated by the Bureau of Indian Affairs on the reservation are not state schools.
         SF 79 passed the Senate, 16-14, and passed the House, 55-5.
         The votes listed below are Third Reading (final passage) votes in the Senate and House.
         A YES vote means the legislator supported providing $192,055 to the Joint Business Council of the Shoshone and Arapaho Indian Tribes for special education programs on the reservation.
         A NO vote means the legislator did not support providing these funds to the Joint Business Council for reservation education programs.
