SF 68: State Employees - Sick Leave Reimbursement

         SF 68 added a new section to Wyoming statutes related to the state's compensation plan for state employees. This section stated that, upon leaving state employment, the employee or beneficiary or a deceased employee would receive payment for one-half of their current balance of unused sick leave, up to a maximum payment for 480 hours. The payment would be at the employee's rate of pay when employment ceased.
         If an employee had accummulated less than 960 hours of sick leave, it would all be paid out under this plan.
         If the employee was retiring and was participating in the state employee's group insurance plan, then any sick leave in excess of 960 hours would be converted into a state contribution toward the group insurance plan on behalf of the retired employee. The excess sick leave would be reimbursed at the rate of one month's insurance contribution by the state for each 16 hours of unused sick leave (over 960) until the excess sick leave was used up or the employee became eligible for Medicare.
         SF 68 generated very little opposition, and passed the Senate 29-1. Sen. Bill Barton (R, S1) cast the sole NO vote.
         In the House, SF 68 was assigned to the Appropriations Committee, where it died.
