         SF 59 attempted to address the issues raised by the Wyoming Supreme Court in Campbell II related to funding for vocational education programs.
         The Court held that, "…in order to provide vocational and technical training, the actual costs of providing vocational teachers and equipment must be examined, included as a line item in the MAP model, and funded accordingly." (The MAP model is the education resource block grant model.)
         The 2002 Legislature, following its usual approach, initiated yet another study under which the state Superintendent of Public Instruction was directed to develop statewide minimum criteria and guidelines for vocational education programs and a method to collect data on the cost of vocational education programs. The Superintendent was also directed to collect data from school districts on student participation in and district expenditures on vocational education programs.
         The 2002 study concluded that, because of the higher cost of operating vocational education programs, school districts should receive extra funding for their vocational education students at 29% above the average cost per student. Funding factors also were included for equipment and supplies, as well as equipment replacement and enhancement, for vocational education programs.
         SF 59 increased funding for vocational education programs through the block grant (school funding model) by an estimated $970,000 for school year 2003-2004.
         The bill guaranteed funding to maintain a minimum of two career-vocational education programs at a school, assuming that prior student participation rates would support a two program standard. A career-vocational education program is defined as a program offered in grades nine through 12, consisting of at least three sequential vocational courses in an occupational area or career cluster.
         SF 59 also established a grant program for high schools to start new career-vocational education programs. Schools could receive grants for $50,000 to expand an existing vocational education program, or $100,000 to start a new program. SF 59 allocated $250,000 per year through 2008 to fund the grant program.
         SF 59 directed the state Department of Education to review the data used to establish the components of the vocational education adjustment in the funding model, and to report on its accuracy to the Joint Education Interim Committee by November 2003.
         SF 59 included provisions to keep schools from losing money as a result of the new vocational education funding scheme.
         SF 59 passed the Senate, 16-14 and passed the House, 50-7 (three excused).
         The votes listed below are Third Reading (final passage) votes in the Senate and House.
         A YES vote means the legislator supported increasing funding for vocational education in the state's high schools as specified in the bill.
         A NO vote means the legislator did not support increased funding as specified in this bill for vocational education.
