         Both SF 48 and 49 dealt with outdoor lighting.
         SF 48 required electric utilities to offer a rate for utility-provided outdoor lighting apparatus that is designed to minimize waste and maintain dark skies. The bill provided that rates for these apparatus could not be subsidized by revenue from other utility-provided services.
         SF 49 clarified current law by specifying that towns, cities and counties have the authority to pass ordinances regulating the types, construction and use of outdoor lighting equipment.
         Regulation of outdoor lighting could encompass requirements for low-wattage lights in well-shielded fixtures, time controls, or infrared spotlight sensors.
         Proponents of the bills were concerned about gradually diminishing night sky viewing, as well as energy efficiency and cost savings. Satellite images dramatically reveal that roughly a third of the light used outdoors escapes upward into the night sky.
         Opponents worried that if local governments required people to change light fixtures that were already installed, it might be too costly.
         SF 48 passed the Senate 20-10, and passed the House 31-29.
         SF 49 was defeated in the Senate on Third Reading on a 15-15 tie vote.
         The first votes listed below are the Third Reading (final passage) votes in the House and Senate on SF 48.
         A YES vote means the legislator supported requiring utilities to offer outdoor lighting fixtures that promote energy efficiency and dark night skies.
         A NO vote means the legislators did not support requiring utilities to offer such outdoor lighting fixtures.



         The next vote listed below is the Third Reading vote in the Senate on SF 49.
         A YES vote means the senator supported allowing towns, cities and counties to pass ordinances to regulate outdoor lighting.
         A NO vote means the senator did not support allowing local governments to pass such ordinances.
