HB 75: Pioneer Hunting Licenses - 2

Under current Wyoming law, any Wyoming resident who was born before 1930 and who has resided in Wyoming continuously for at least 40 years may purchase a resident deer or antelope hunting license for two dollars and a resident elk license for five dollars.
        
The fees for these pioneer hunting licenses are substantially less than the regular fees for resident hunting licenses, which are $22 for antelope, $25 for deer and $35 for elk.
        
HB 75 changed the eligibility for pioneer licenses and modified the license fees. As introduced, the bill would have applied to any resident who was at least 70 years old and who had resided in Wyoming continuously for at least 50 years. Fees for these licenses would be established by the Wyoming Game and Fish Commission and would be between 60 and 65% of the regular resident hunting license fees for each species.
        
HB 75 was amended during House and Senate debate so that a resident who was born before 1930 and who has resided in Wyoming continuously for 40 years still would be able to purchase deer and antelope licenses for two dollars and elk licenses for five dollars.
        
A resident who was born after January 1, 1930, who is at least 70 years old and who has resided in Wyoming for at least 50 years would be able to purchase elk, deer and antelope licenses for a fee established by the Game and Fish Commission that is between 60 and 65% of the regular resident license fee.
        
Supporters of HB 75 felt that the pioneer license fees were too low, and should be raised since regular license fees go up fairly regularly to keep pace with rising expenses of the Wyoming Game and Fish Department.
        
Opponents believed that the pioneer license fees should be kept at the low level they have been historically, to ensure that our oldest hunters are able to continue hunting as long as they are able and want to. Some opponents did not want to extend the second category of reduced price licenses to those hunters who are now between 70 and 73 years of age.
        
HB 75 passed the House 52-8 and passed the Senate 26-4.
        
The votes listed below are Third Reading (final passage) votes in the House and Senate.
        
A YES vote means the legislator supported raising the fee for pioneer hunting licenses for those hunters who are at least 70 years old but were born after 1930, while maintaining fees at previous levels for hunters who were born before 1930.
        
A NO vote means the legislator did not support changing the fees for pioneer licenses.
