         HB 58 established a senior services board to oversee and distribute a grant program for senior centers around Wyoming.
         Under the provisions of the bill, the Board would consist of seven members: the administrator of the Division of Aging within the Department of Health; one member of the advisory council on aging appointed by the governor; three senior citizens appointed by the governor; one member of the State Senate appointed by the President of the Senate; and one member of the House of Representatives appointed by the Speaker.
         The main responsibility of the board would be to award grants and distribute funds for innovative programs designed to benefit seniors. The board, in consultation with the Division on Aging, would establish formulas for distribution of funds and approve criteria for grant categories and grant applications.
         The bill carried a $2.5 million appropriation from the General Fund to the Division on Aging to administer the Board and to provide grants.
         Proponents argued that senior citizens around the state would benefit from the grant program, and that it was needed to provide better services to the growing population of elderly citizens in Wyoming.
         Opponents argued that the proposed program cost too much.
         The appropriation for HB 58 was amended from $2.5 million down to $1 million in the Senate.
         Senators also modified the makeup of the Board by dropping the two legislators and adding two at-large members, appointed by the governor.
         The Senate specified that, after every eligible senior center in the state had received a basic grant of $20,000, 75% of the remaining funds would be distributed based on the formula developed by the Board and 25% would be distributed based on innovative grant proposals from senior centers.
         HB 58 passed the House 53-6 (one excused) and passed the Senate 27-2 (one excused).
         The House did not concur with the changes made to HB 58, so the bill was sent to a conference committee to resolve the differences. The conference committee set the bill's appropriation midway between the Senate and House versions, at $1,750,000.
         Both chambers agreed with that compromise, and the bill was passed.
         The votes listed below are Third Reading (final passage) votes in the House and Senate.
         A YES vote means the legislator supported the creation of a Senior Services Board to administer a grant program for innovative programs at senior centers.
         A NO vote means the legislator did not support the Board or grant program.
