         HB 46 established a Health Care Commission within the Governor's office. The Health Care Commission was formed to study issues related the availability, cost and quality of health care for Wyoming's citizens.
         Specifically, the Commission is to develop strategies to improve health care and to reduce health care costs and medical liability insurance costs in Wyoming. The Commission will gather information by holding public meetings, hearing from experts, researching the activities of other states in these areas, and utilizing Wyoming data.
         The Commission was directed to address a number of specific issues, including access to affordable, effective and quality health care and access to affordable health insurance. They are to investigate disease prevention and management, health care tort and liability insurance reform, shortages of medical professionals, and Wyoming's aging population and its anticipated long term care needs.
         The Commission will consist of nine members, appointed by the Governor. The Commission was authorized to form advisory committees as needed to assist with its work.
         The Commission was directed to submit regular progress reports on its work to the Joint Labor, Health and Social Services Interim Committee, culminating in a final report and recommendations for legislative changes by December 2004.
         The Governor's office was allocated $350,000 to fund the work of the Health Care Commission from April 2003 through December 2004. The statutes specifying the formation of the Commission will be repealed in June 2005.
         Supporters of HB 46 maintained that health care reform is needed in Wyoming, and that improved health care benefits all Wyoming citizens, both directly and indirectly.
         The few opponents to HB 46 suggested that health care is reasonably well provided across the state, and didn't think there was justification for the Health Care Commission.
         HB 46 passed the House 58-1 (one excused) and passed the Senate 26-4.
         The votes listed below are Third Reading (final passage) votes in the House and Senate.
         A YES vote means the legislator supported a new Health Care Commission in the Governor's office, to study health care reform in Wyoming.
         A NO vote means the legislator did not support the formation of a Health Care Commission.
