HB 36: Game and Fish Financing

HB 36 would increase fees for most Wyoming hunting and fishing licenses, both for residents and non-residents, by about 20%. It would increase license application fees by $1 for residents and $2 for nonresidents.
        
The bill also would raise the landowner coupon payment 18%, from $11 to $13 per coupon.
        
The increases would generate about $4,200,000 per year, after the increased expenditure for higher landowner coupon payments is deducted from the estimated total increase in revenue.
        
Wyoming Game and Fish Department (WGFD) personnel labeled passage of HB 36 as crucial for the Department, which is facing a $2.5 million deficit for fiscal year 2003 at current revenue levels.
        
Other supporters argued that the WGFD must occasionally raise hunting and license fees to keep pace with increasing costs of managing the state's wildlife resources. They believed the proposed increases are fair and reasonable, and that hunters and anglers are still getting a good deal for their license money. They also pointed to recent public meetings in which most hunters and anglers expressed support for license fee increases and opposed the alternative solution of cutting WGFD programs.
        
Opponents argued that fees are already high enough, and that the WGFD should cut programs to reduce costs.
        
HB 36 passed the House 47-12 (one excused) and passed the Senate 28-0 (one excused, one conflict-of-interest).
        
The votes listed below are Third Reading (final passage) votes in the House and Senate.
        
A YES vote means the legislator supported increasing fees for Wyoming hunting and fishing licenses.
        
A NO vote means the legislator did not support increasing hunting and fishing license fees.
