         A certain number of nonresident hunting licenses for elk, deer and antelope are set into a separate pool each year, and are available for a special drawing to those applicants who pay an additional fee over the normal nonresident fee for the particular license.
         HB 34 increased the fees for these licenses, and increased the number of deer and antelope licenses that are set aside for this drawing.
         The number of nonresident deer licenses reserved for the higher fee drawing was increased from 20% to 40% of available nonresident deer licenses, and the number for antelope was increased from 30% to 40% of available nonresident antelope licenses. This is the percentage of nonresident elk licenses that are already set aside, and that number was not changed.
         The fees to qualify for this special drawing increased from $200 to $400 for elk licenses, and from $100 to $200 for deer and antelope licenses. These fees are in addition to the regular license fees for nonresident permits for each species.
         Supporters noted that the increased fees and numbers of licenses reserved for the higher fee license pool would generate up to $1.5 million in additional revenue for the Wyoming Game and Fish Department when the increases are implemented. They supported the bill as a needed revenue enhancer for the Department.
         Opponents objected to increasing fees for nonresident hunting licenses in general and specifically worried that widening the gap between fee levels for nonresident hunters would increase the likelihood of a legal challenge by a nonresident hunter.
         HB 34 passed the House 50-10 and passed the Senate 27-3.
         The votes listed below are Third Reading (final passage) votes in the House and Senate.
         A YES vote means the legislator supported increasing the number of nonresident hunting licenses for deer and antelope that are reserved for a special higher fee drawing, and increasing the fee to qualify for that drawing for elk, deer and antelope.
         A NO vote means the legislator did not support increasing these license fees or numbers.
