HB 18: Fuel Tax Increase
HB 22: Funding For Multi-Lane Highways

         HB 22 and HB 18 were companion bills, designed to establish and fund a new multi-lane highway account within the state highway fund. Funds from this new account would be used solely for the construction and maintenance of multi-lane state highways in Wyoming.
         HB 22 established the multi-lane highway fund, and funded it by redistributing $7,000,000 in severance taxes and $7,000,000 in federal mineral royalties to the account, for a total of $14,000,000 per year.
         HB 18 imposed an additional three cents ($.03) per gallon of gasoline and diesel fuel taxes, subject to all existing exemptions for these taxes. This fuel tax increase would have yielded about $19,000,000 to $20,000,000 per year, all of which was directed into the new multi-lane highway account.
         HB 18 passed the House Revenue Committee unanimously, but failed the House Committee of the Whole (first floor vote), 28-31.
         HB 22 passed the House Transportation and Highways Committee 8-0 (1 excused, Rep. Ross Dierks, D-H2, Lusk), and was unanimously passed out of the House Appropriations Committee without a recommendation. The bill died on General File in the House without a floor hearing.
         The vote listed below is the Committee of the Whole vote in the House on HB 18.
         A YES vote means the legislator supported increasing fuel taxes on gasoline and diesel by three cents per gallon, and dedicating the revenue generated to the construction and maintenance of multi-lane highways in Wyoming.
         A NO vote means the legislator did not support increasing gasoline and diesel taxes.
