HB 183: Radioactive Materials Transportation

         HB 183 would have raised the fee that the Wyoming Department of Transportation charges on shipments of radioactive materials that are transported across the state.
         Under current Wyoming law, each shipment of radioactive materials is charged a fee of $200, and the money is deposited in an emergency response fund, to be used for training and for emergency response procedures if and when a transportation accident occurs.
         HB 183 would have raised the fee to $1,500 per shipment.
         Supporters noted that the number of shipments of radioactive materials across Wyoming will dramatically increase in the very near future, and the likelihood of an accident involving dangerous radioactive waste correspondingly will increase. Supporters viewed HB 183 as an essential way for Wyoming to prepare for such an emergency when it occurs, and argued that it was an important public safety measure. Supporters noted that the emergency response fund now contains $132,000, which is not nearly enough to fund needed training along the Interstate 80 corridor and respond to an emergency spill when one occurs.
         Some opponents felt that the fee increase was too high, and some were worried that the fee increase might somehow impact truckers, even though supporters explained that the fees would be paid by whoever was responsible for the materials being shipped (usually the federal government) and not by the transporters.
         HB 183 passed the House 42-17. It passed the Senate Transportation Committee but died on General File in the Senate when Senate Majority Floor Leader Grant Larson (R-S17, Jackson) did not schedule the bill for floor debate.
         The votes listed below are Third Reading (final passage) votes in the House.
         A YES vote means the representative supported raising the fee for transportation of radioactive materials across Wyoming from $200 to $1500 per shipment.
         A NO vote means the representative did not support raising the transportation fee.
