         Wyoming is one of a handful of states - and the only one in the eight-state northwest region - that does not allow felons to vote, even after their sentences are fully served and they are back in society.
         HB 104 established a process for nonviolent felons to apply to the State Board of Parole for restoration of voting rights. The applicant must have completed all sentences and probation periods. If the Board of Parole approved the application, a certificate would restore the applicant's voting rights. Provisions also were included for appealing a denial of an application.
         HB 104 was defeated in the House Judiciary Committee, 3-6.
         Reps. Jane Warren (D-H13, Laramie), Deb Alden (R-H3, Wheatland) and George Bagby (D-H15, Rawlins) voted for the bill. Reps. Colin Simpson (committee chair, R-H24, Cody), Rosie Berger (R-H51, Big Horn), Ed Buchanan (R-H4, Torrington), Jack Landon (R-H30, Sheridan), Monte Olsen (R-H22, Daniel), and Owen Petersen (R-H19, Mountain View) voted no, citing problems with the application process.
         Meanwhile, a very similar measure in the form of SF 65 was introduced in the Senate.
         SF 65 was almost identical with HB 104, except that it added a waiting period of five years after completion of all sentences and probation periods before the person could apply for restoration of voting rights.
         SF 65 passed the Senate Judicial Committee 4-1, with Sen. Curt Meier (R, S3, LaGrange) casting the only NO vote. Sens. Bruce Burns, (R, S21), Ken Decaria (D, S15), Keith Goodenough (D, S28) and John Hanes (R, S5) voted YES.
         With only minor amendments to clarify some parts of the bill, SF 65 passed the full Senate, 20-10, and passed the House 48-12.
         The votes listed below are Third Reading (final passage) votes in the Senate and House.
         A YES vote means the legislator supported reinstating a nonviolent felons right to vote, after all sentences and probationary periods have been served and after an additional five year waiting period has passed.
         A NO vote means the legislator did not support reinstating the right to vote for these people.
