SF 6: Community College Endowment

SF 6 established the Wyoming Community College endowment challenge fund, and provided $35 million from the general fund to be deposited into it. The $35 million would be divided into seven separate accounts of $5 million each, one for each of the state's community colleges.
        
Whenever a community college's foundation accumulated endowment gifts totaling $10,000 or more, the endowment challenge fund would match the college foundation funds. The match, equal to the amount accumulated by the foundation, would be transferred from the college's challenge fund account to the college's foundation.
        
Matching funds received from the endowment challenge fund would be managed by the college's foundation in the same manner as other permanent endowment funds are managed, including permanent investment of funds, maintenance of the fund corpus as inviolate, and expenditure of fund earnings for endowment purposes only.
        
The Wyoming Community College endowment challenge fund would run through fiscal year 2010, and any unexpended funds in any college's challenge fund account would revert to the state's budget reserve account on July 1, 2011.
        
Supporters of SF 6 noted that Wyoming's community colleges provide a tremendous service and benefit to Wyoming citizens and communities, and this bill provides them with an additional tool to help provide long-term financial security that they desperately need.
        
Opponents worried about the cost of the program to the state.
        
The Senate passed SF 6, 28-2. The two senators voting against SF 6 were Senator Dick Erb (R-S24, Gillette) and Senator Jayne Mockler (D-S8, Cheyenne).
        
The House amended the funding for the endowment fund down to $24.5 million, and then passed the bill unanimously (with 2 excused).
        
The Senate did not accept the bill as amended by the House, so it moved to a conference committee, which set funding for the endowment fund at $31.5 million. The conference committee proposal was accepted by the House, 53-5 (2 excused) and by the Senate, 26-1 (3 excused).
        
The votes listed below are the votes to accept the conference committee bill in the House and Senate.
        
A YES vote means the legislator supported a $31.5 million endowment challenge fund to match private donations received by community colleges in Wyoming.
        
A NO vote means the Senator did not support the $31.5 million endowment challenge fund.
