SF 29: Health Care Information Technology Study

SF 29 directed the Wyoming Health Care Commission to study and develop proposals for a statewide electronic patient information technology system, to be used by health care providers, patients and insurers.
        
SF 29 would require any recommendations to consider security and privacy provisions for all health care providers, patients and other users of the system.
        
SF 29 would appropriate $2 million from the general fund to pay for the study.
        
Supporters of SF 29 noted that it would enable doctors and other health care providers to look up a patient's entire medical history, to get information on current treatment guidelines, standards and protocols relevant to the specific patient, and to check for prior tests to avoid duplication of testing services.
        
Supporters felt SF 29 could lead to significant long-term improvement of quality of health care at a lower cost for patients.
        
Opponents generally objected to the cost of the study, and some cited concern about privacy issues.
        
The Senate amended the appropriation in the bill down to $400,000, and then passed it, 24-6. The House passed SF 29, 55-3 (2 excused).
        
The votes listed below are third reading (final passage) votes in the House and Senate.
        
A YES vote means the legislator supported a study of a statewide electronic patient information technology system.
        
A NO vote means the legislator did not support such a study.
