         HB 9 eliminated the repeal date for the animal damage management program, which was set to expire on December 31, 2004, and provided an appropriation of $250,000 from the state's general fund for the program.
         The animal damage management program operates under the direction of a 12-member board that is appointed by the Governor. Its primary purpose is to mitigate damage caused to livestock, wildlife and crops by predatory animals, and to protect human health and safety.
         The animal damage management board provides predator control to benefit individual livestock and crop producers, landowners, lessors as well as urban, residential and industrial property owners.
         Proponents of HB 9 believed the animal damage management program is providing a beneficial service to agricultural producers, landowners and the public in general by controlling predator numbers. They argued that aggressive control will increase wildlife game populations, thus potentially benefiting hunters.
         Opponents argued that the animal damage management program is a waste of taxpayer money, citing studies that demonstrate the ineffectiveness of predator control on coyotes (which are the most common target of predator control efforts in Wyoming). They maintained that many lethal predator control activities (trapping, poisoning, etc.) kill non-target animals, and that non-lethal efforts (such as sterilization) can also affect non-target species.
         Opponents to HB 9 maintained that a sunset date should be maintained for this program, to ensure that it does not become a permanent part of Wyoming government.
         After amending the appropriation in the bill down to $125,000 (half the amount it started with), the House passed HB 9, 50-10.
         The Senate amended a sunset date back into HB 9, specifying that the Animal Damage Management Program would expire in 2009. They added also language stating that the appropriation of $125,000 would be a one-time-only appropriation.
         With these amendments, the Senate passed HB 9, 22-8.
         The votes listed below are Third Reading (final passage) votes in the House and Senate.
         A YES vote by a House member means the representative supported extending the Animal Damage Management Program indefinitely into the future by removing the program's termination date from the statutes. A YES vote by a senator means the senator favored extending the expiration date for the Animal Damage Management Program until 2009.
         A NO vote means the legislator did not support repealing or extending the expiration date for the program.
