HB 67: Use of Aircraft as a Hunting Aid

HB 67 strengthened Wyoming's law prohibiting the use of aircraft as a hunting aid.
        
It is already illegal to harass, pursue, hunt, shoot or kill any Wyoming wildlife except predators with, from or by use of a variety of motorized vehicles, including cars, trucks, trailers, other motor-propelled wheeled vehicles, snowmobiles or other over-snow vehicles, and aircraft.
        
HB 67 further specified that no one could use any aircraft to aid in the taking of wildlife (except predators) by locating the animals, communicating with a person on the ground who is hunting, or providing any other aid to any person who is hunting.
        
The House amended HB 67 to make the prohibition on the use of aircraft applicable only within 48 hours before an attempt to hunt the wildlife.
        
Supporters of HB 67 believed that using aircraft as a hunting aid is ethically indefensible, and causes all hunting to be more vulnerable to criticism from animal rights advocates and others who oppose hunting. They contended that most hunters in Wyoming oppose the use of aircraft as a hunting aid, and that the bad behavior of a few individuals is having a harmful affect on all hunters. They were concerned that the increasing popularity of ultralight aircraft is leading to more aircraft-assisted hunting, noting that reports of such activity using ultralights are increasing.
        
Opponents felt that the problem isn't widespread or common enough to warrant additional regulations. Some opponents worried about an innocent party being involved in an accidental infraction of the new regulations. For example, a rancher might look for livestock from an airplane, see some wildlife, innocently mention it later to a hunter, and then get into trouble with an overzealous Game and Fish Department. Game and Fish Department officials did not view this as a likely scenario.
        
HB 67 passed the House 58-1 (one excused) and passed the Senate 22-8.

A YES vote means the legislator supported adding language to Wyoming law to specify that aircraft cannot be used as an aid in hunting
        
A NO vote means the legislator did not support strengthening our current prohibition against using aircraft to hunt wildlife in Wyoming.
