         HB 43 established a prescription drug assistance program for seniors (age 65 and up) whose income falls below 200% of the federal poverty level.
         Seniors at poverty level already have their prescription drugs paid for through Medicaid. However, there is a large gap between those at poverty level and those who are financially secure and able to pay for their prescription drugs without sacrificing other necessities. This program was aimed at filling that gap.
         Using census information, the Legislative Service Office estimated that 38% of Wyoming seniors whose incomes fall below 200% of poverty also are uninsured and would likely qualify for the program.
         Because a federal match is available, the estimated cost to the state would be approximately $1.5 million the first year, climbing to $2.8 million the second and third years (projections were not made further out, pending anticipated federal actions on Medicare and prescription drugs.
         HB 43 passed both the House Labor, Health and Social Services Committee and the House Appropriations Committee unanimously. The full House amended the bill to apply to seniors whose incomes are below 175% of the poverty level, and decreased the appropriation for the bill down to $684,435.
         HB 43 then passed the House on a 51-9 vote.
         The Senate modified HB 43 to specify that to qualify for this program, the individual's total family net assets must be less than $200,000. They slightly modified the appropriation to $691,488, and specified that the existing prescription drug assistance program for seniors below the poverty level would be funded before the new pharmacy plus program.
         The Senate passed HB 43, 22-8.
         The House did not concur with Senate changes to the bill, so it was assigned to a conference committee to work out the differences.
         The votes listed below are Third Reading (final passage) votes in the House and Senate.
         A YES vote means the legislator supported establishing a drug assistance program for senior citizens whose incomes are above the federal poverty level but below 175% of that level.
         A NO vote means the legislator did not support such a drug assistance program for lower-income seniors.
