HB 210: Payroll Check-off Amendments

HB 210 attempted to amend Wyoming statutes regarding direct deposits from payroll check-off programs. The proposed statutory change would have codified into law what has been occurring in practice for the past twenty years.
        
Under current statute, the state auditor and payroll officers for employees of the Wyoming Department of Transportation, the University of Wyoming and Wyoming's community colleges may establish payroll check-off programs whereby deductions are made from the employee's paycheck to pay for supplemental medical plans, disability plans, life insurance plans and annuities.
        
HB 210 added employee organizations and nonprofit charitable organizations to the list of payroll check-off designees.
        
The Wyoming Public Employees Association (WPEA) has received its dues from the payroll check-off program for many years, but this has never been placed in the statutes, and HB 210 was intended to address this oversight.
        
Supporters noted that this bill changed nothing, but simply clarified in statute what has been long standing practice. They noted that State Auditor Max Maxfield supported maintaining WPEA as a recipient of payroll check-offs, but believed the change proposed in HB 210 would prevent confusion with future state government administrations.
        
Opponents argued that there was no need to make this statutory change, and that it was appropriate to leave it to the State Auditor's discretion whether or not to include WPEA in the check-off program. Some opponents worried that adding the proposed language to the statutes would broaden the list of potential payroll check-off recipients too much.
        
HB 210 passed the House unanimously, with one member excused. The bill failed its first vote before the Senate Committee of the Whole, 11-18 (one excused).
        
The votes listed below are Third Reading (final passage) votes in the House, and Committee of the Whole (first reading) votes in the Senate.
        
A YES vote means the legislator supported adding employee organizations and nonprofit charitable organizations to the list of payroll check-off designees for certain state employees.
        
A NO vote means the legislator did not support adding other organizations to the list of payroll check-off designees.
