HB 18: Wildlife Compensation Pilot Projects

         HB 18 would authorize the establishment of up to five pilot projects to compensate landowners for the cost of wildlife grazing on private land.
         The bill carried an appropriation of $300,000 from the General Fund for the Wyoming Game and Fish Commission for projects in 2005 and 2006. Pilot projects established under HB 18 would terminate by the end of 2008.
         HB 18 described four different models upon which pilot projects would be based. One model would modify the existing hunter management program, so a private landowner would be compensated for forage and habitat used by wildlife in exchange for some level of hunter access. The three other models described in HB 18 all included compensation for forage consumed by wildlife calculated in various ways, and did not include any hunter or public access requirements in exchange for the compensation.
         Supporters of HB 18 felt that landowners should be compensated for the vegetation eaten by big game animals on private property and were reluctant to see the benefit tied to sportsman access.
         Opponents of HB 18, including hunters, anglers, and conservation organizations, wanted landowner compensation tied to public access for all types of projects. The groups were concerned about how big-game grazing impacts would be calculated and how much the program would cost the Game & Fish Department after 2006 if the General Fund appropriation were not renewed. Opponents suggested limiting the project areas either to places with significant private-property impacts from big game, or where such projects might benefit game managers' efforts to preserve migratory corridors.
         The Senate amended HB 18 to allow the Wyoming Game and Fish Department to require hunter access on any of the pilot projects if they felt such access was necessary to reduce grazing damage.
         HB 18 passed the House, 42-14 (4 excused), and passed the Senate, 18-11 (1 conflict-of-interest).
         The votes listed below are House and Senate third reading votes.
         A YES vote means the legislator supported the establishment of pilot projects to compensate landowners for grass consumed by wildlife.
         A NO vote means the legislator did not support the pilot projects.
