HB 336: Teacher Performance-Based Play Plan

Sponsor: Representatives Nagel, Baker, Luthi & Tempest and Senators Coe & Devin

      HB 336 would have provided "merit pay" financial incentives to teachers based on receiving National Board certification and for improved performance of students who are taught by the teacher. Student assessment would be based upon the WyCAS test, among other assessment tools.
      HB 336 would have required school districts to establish a three-year plan selected from several options provided by the State Department of Education. "Merit pay" is a highly controversial concept and was not supported by the Wyoming Education Association, the Wyoming School Boards Association or the Wyoming Association of School Administrators.
      HB 336 passed out of the House Appropriations Committee on a 5-2 vote, but failed on the floor of the House on First Reading on a 26-31 vote, with 3 members excused.
